Tempest Shadow Brushable to be TRU Friendship Festival Exclusive?

Today, the official My Little Pony Facebook page posted the image above, containing the Friendship Festival Collection exclusive Twilight, but along with the new Tempest Shadow Brushable. It also seems as if Spike will be joining the Friendship festival series somehow as well.
But i'm pretty sure this is NOT the tempest brushable we found a few weeks ago, and that Tempest will be included in other sets as well. Read more below.
The tempest shadow brushable above is the one found on Ebay a while ago. She will include her armor, and share the exact same sculpt as the new Friendship Festival one.
But when compared to the one in the promotional image:
We can see that there are a few differences. The one on the right (ebay) has a non-glittery horn, while the one on the left (Friendship Festival Does) Not only that, the new one also doesn't seem to have the Storm King symbol on her costume, or at least on the shown side, like the Ebay one.
The information that this gives us is that there is now confirmation that Tempest may be available as a brushable in more than one set, one of which will be a Toys R Us exclusive. And also that Spike may also be featured in a Friendship Festival set.
